Volvo electrical gremlins – is a generic scanner enough or need dealer-level stuff?

I've got a 2018 XC90 that occasionally decides the parking sensors don't exist and the infotainment screen freezes for no reason, but then it works fine after restarting the car. A friend with a generic OBD scanner pulled a bunch of communication error codes that didn't make much sense. I'm trying to figure out if I really need to go to a specialist who has access to the full Volvo system or if any decent shop can figure it out. I've been reading about certified volvo electrical system and software diagnostics and it sounds like these newer cars are so integrated that you can't properly troubleshoot without the right tools. Found Royal Prince Auto Care while searching for Volvo specialists in Dubai, and they mention software diagnostics on their Volvo page. Has anyone here had intermittent electrical faults that a regular garage couldn't solve? I don't want to throw money at guesswork. Also curious if a software update alone could fix the freezing screen or if it's a hardware issue. Would love to hear from someone who's been through this.
